Well, in this case, all the food itself is kosher -- the hot dogs were
made with Kosher meat (I'd rather not get into what makes meat Kosher
unless you're *really* interested.), and the hot dog buns are Kosher
as well.

However, the problem in this case is that utensils used on non-Kosher
food cannot be used on Kosher food, or the make the Kosher food
non-Kosher.  What probably happened is that the same utensils used on
the hot dog cart were also used for other things, like the ham and
cheese sandwiches or the chilli (which is *not* Kosher).  Hence, the
hot dog cart is no longer Kosher.
