You can bill the city, IF you can prove they knew about the road
defect.

This is hard, and probably not worth it for $82.  But if you ever get
into a car accident or get serious damage because of road defects, I
bet boston has an organization simialr to one in NYC.  A bunch of law
firms got together and formed a "Pothole Commission" to track defects
in the roads.  Whenever a defect was found, if you called this org.,
they would make a record of it, and file (via certified mail) the
appropriate forms with the city.  Now, the city IS liable for these
potholes (after a 30 day delay, or something).
