Well, that's not at all certain. The NSF has far more qualified students it owuld like to give money to than it can (Congress has been refusing Reagan's and now Bush's requests to double the NSF budget for several years now). And given that they only give out about 50 awards to CS types, it doesn't necessarily say a whole lot that you aren't in that group.
