/usr/sipb is not used because in most cases that's an external file system,
and I don't want mail feeds into bloom-beacon, or any other Discuss server,
breaking just because the SIPB locker goes down. disserve has to be local --
whether it's /usr/etc or /usr/local is up to debate, which mostly deals with
the issue about who's supporting the software.
