There's no list of who is responsible for a given program, and such a
list would likely become obsolete shortly after it was created, if not
earlier. Many packages are more often maintained by whichever of the
various locker maintainers is feeling most motivated at the time.
For ncftp specifically, I'm pretty sure it's been maintained and
updated by a variety of people; for example, I remember installing a
3.x beta as ncftp-beta quite some time ago.
If you'd like to update the version in the locker, go ahead. Please
make sure that you get a version that doesn't only have `full screen'
mode.
