We have at least a user report of pmail (called by pine-inc) taking
mail off of the PO and losing it when he inc'd while over quota.

for details, but I don't think they're very relevant.
I don't have high hopes for a fix (other than using pine as an imap
client, or something like that), but we probably want to be aware of
the problem.
