After a brief consultation with jweiss and jhawk, I increased the
quota on sipb.src to 300000, which is large than we have traditionally
liked to make volumes. If discussion indicates that this is a bad
thing, or the sipb locker expands greatly, I may instead split the
source trees over multiple volumes.
