In the ancient past, SIPB purchased a license. I don't know what
the terms of the license are.

(I think SM is something that sipb acquired a long time ago, and
the people who were involved with it have since left. Meager
historical bits about SM are in messages [4266,4282,4283,4285-4288]
of the sipb-staff discussion archive, for those who have
permissions to read the archive.)
