A user asking on -i help tonight pointed out that the filsys
pointer never got changed to prefer the sipb cell copy of the locker
after the sipb cell outage last week. I fixed the filsys pointer just
now, so the sipb cell copy should be preferred again after tonight's
hesiod dcm.
