A day or two before this, unless someone can explain clearly why it's not a
good idea, I'm going to flip the bit in moira which makes the sipb cell
version of the sipb locker preferred over the athena cell version, so that
people will get the athena cell version by default when they attach
sipb. The practical effect of this on the bug-sipb crowd is that changes to
the sipb locker will take until some time in the early am to take effect.
I predict that this will reduce the net level of angst produced by the sipb
cell being down. I intend to change it back once the cell is back up and
stable.
