Bug 1: The SIPB locker has a very old version of dvips for at least
the i386_linux<n> and the i386_nbsd1 systems.  This version (a) does
not use kpathsea and has out-of-date search paths hardcoded and (b)
doesn't work with Linux distributions (such as recent releases of
RedHat) which have libc.so.4 in /usr/i486-linuxaout/lib instead of
/lib.

Bug 2 (completely unrelated): The Solaris version of gzip in the SIPB
locker is old (version 1.2.2) and lacks the -N flag.  -N requests
timestamp preservation, so it is useful.  Since I put that flag in the
environment variable $GZIP, gzip exits with an error on Solaris
unless I either unset the variable or add -f gnu.
