dvi2ps does not support the advertised "rotatation" \special. Instead,
users who wish to rotate their output should include
pstext="90 rotate" in their \special command. I guess the man page
should reflect this.
I needed to do this when printing in landscape mode; shouldn't dvi2ps
take care of this anyway? If I print this document without the
-o landscape option, the graphic appears right-side-up. If I include
the option, the document looks as expected except that the graphic is
now rotated 90 degrees clockwise.
