Neither Latex NOR Xdvi work for Linux

Latex doesn't work for Linux. I've explained that one before, it doesn't find
it's default format file.
Xdvi in the sipb locker ALSO doesn't work. It complains about fonts:
athena% xdvi design.dvi
Can't find font cmtt12.
Can't find font cmbx12.
Can't find font cmbx12.
Can't find font cmr12.
Can't find font cmr17.
Can't find font cmtt10.
Can't find font cmsy10.
Can't find font cmr10.
xdvi: Not all pixel files were found
The TeX and xdvi installed locally on vorlon work just fine, but I shouldn't
have to depend on locally optionally installed packages. SIPB is a
'production' locker...you'd think people would test things before releasing
them. Could someone who knows the internals of these beasts please fix them.
