builds for xdvi pl18

I have compiled patch level 18 for xdvi for solaris and aix. Currently,
it seems to work for both platforms, including forking ghostscript.
I have also built it for linux, but gs failed -- not sure whether it was
with xdvi or gs.
The build for decs is currently in wait while I try to find the libs to
link in display postscript.
I would like for what is currently usable to be placed in the sipb
locker at the sources/build trees to placed in the sipbsrc locker.
