Have you tried duplicating this problem on the test modem pool?

ps: I gave up on Zmodem long ago since I could never get it to work
reliably and Kermit w/windows was just as fast. Does Athena support
Kermit w/windows now? (Even if we don't have clients for Macs or
PCs that support it.)
