Bug 1: despite the comment "Ugh. csh. Ugh. no way around it,
though." I see nothing in the script that needs csh.
Bug 2: $* is special and works without noglob
Bug 3: the script (in the sipb locker) depends on the outland locker.
Bug 4: rehash is not necessary after setting the path, but even if
it were necessary in general it is not necessary in the script because
the only command after the path change is referenced by absolute name.
