What you are asking for is difficult, not because of the software you
want, but because the mail system athena uses is completely insecure.
Forging email is extremely easy to do, so using it for delivering
votes is a very bad idea.
I would suggest going to the UA and asking them who you need to talk
to to make use of their voting system, which is somewhat more robust
(but still has certain problems).
