One user (sst) has e-mailed bug-sipb about this before. I didn't look hard
at all, so I'd appreciate if someone else would, but my belief is it's
hard to just recompile it on modern systems but the program isn't
complicated at all and would be roughly a simple modification of the
(perl) mitmailutils.

It appears that this works on the dialups (which are still jaunty), but not on test.dialup (or presumably cluster machines) which are lucid. I'm not sure how much work is required, and am concerned that the krb4 desupport may be a real killer here, but I'd appreciate it if someone can at least look and see whether fixing is for lucid is easy/possible, or formally desupport it.
