I don't know what features of Lucid Emacs 19 you wish to use, but there
is an old copy of the FSF's Emacs 19 in /mit/emacs/emacs-19. At the
moment, only the VAX version is available, but I could bring over a more
recent copy from Cygnus (where I work, and use emacs-19 regularly) and
try building it for some other platform(s) if there's enough desire.
Both versions have the multi-window support, and the latter includes the
optimizing byte-compiler. I haven't played a great deal with the other
new features, so I can't summarize off the top of my head.
