I tried it with sample.tex (modified to use [times] docstyle option),
and it reverted to CM fonts like usual:
   [{1}tsx-11:/tmp]
   % ( unsetenv XDVIFONTS ; unsetenv TEXFONTS ; unsetenv TEXPKS ; /afs/.sipb/project/sipb/vaxbin/xdvi sample.dvi )
Can't find font t-rom; using cmr10 instead at 240 dpi
Can't find font t-ita; using cmr10 instead at 300 dpi
Can't find font t-romsc; using cmr10 instead at 300 dpi
Can't find font t-bol; using cmr10 instead at 420 dpi
Can't find font t-rom; using cmr10 instead at 360 dpi
Can't find font t-rom; using cmr10 instead at 510 dpi
Can't find font t-rom; using cmr10 instead at 300 dpi
   [{1}tsx-11:/tmp]
   %

Are you sure you were using the correct version?

I pruned my environment until only PATH and DISPLAY were set, and then
ran xdvi sample.dvi after running latex.tex on sample.tex with
[times], and it worked. Maybe you tried it before the new binary had
appeared in the sipb locker. Maybe you were using the NFS version of
the locker for some reason.
