dvips goes a little overboard

When a dvi file contains a font that dvips can't find a pk file for,
dvips tries to generate the font using Metafont using MakeTexPK.  This
is a good effort, but probably a bit excessive.  Especially so because
MakeTexPK has almost no hope of succeeding.
