Since I'm going to be doing this for Athena anyway, and since putting
the stuff in the SIPB locker is the best way to get it tested before it
goes into a release (the same logic is applying to dvips), this will be
happening soon anyway. (As well as TeX 3.1 showing up sometime real
soon.)
