I don't believe that many people are still using licq these days. (It
appears to have been broken at least on Linux since Athena 9.1 was
released in July.), but you're the first person to have emailed me
about it, so gaim is probably a better choice, as it's being developed
much more actively.

Those instructions (I'm guessing from somewhere under
http://web.mit.edu/answers), are now out of date.  You really only
need to go to accounts, click on add a new account, set the protocol
to TOC (the same one used by AIM), and set your screenname to your ICQ
UIN.
