I thought about --enable-* vs. --with-*, and decided on --with. I don't recall why exactly.
It could have been because of:

Hrmph, is --with-default-format the "right" thing? Isn't that

Alternatively, I might have felt bad about using an argument to pick the default format, given "--enable-feature options should never make a feature behave differently or cause one feature to replace another.".
