Tell me where you are and I'll get you the names, addresses and phone
numbers of the local Councils to establish contacts there....

Start with the District Executive, Chairman and Commissioner for the
Districts which are closest to your campus. Since you state that
there are two local Councils nearby, get to know both Districts.
The District Executive is the fulltime professional as you know for
each District...his counterparts are the volunteer District
Commissioner (which runs the service end of things...really important
because in most places, the service end is the area that trains,
encourages and organizes new units and leaders!) and volunteer
District Chairman (which is *the* volunteer chairman that runs the
Scouting program for that District).
You should try to meet with them twice a month at the minimum...once
on "their turf" (the District Committee meeting held at the top of
each month) and once on your campus (lunch at your staff cafeteria
should do it...I did this and the school took care of the food!)
You should also make contact with local Scouting leaders
(Scoutmasters, Cubmasters, Explorers Advisors) at least once every
three or four months...my campus did a "Scouting lunchoen" for those
people which starts at 11am and ended at 2pm with the main "program"
at around 12:30 (don't assume that everyone has lunchtime at the same
time as your students or the District leaders)...and it was pretty
successful because it pairs up people in the community with members of
the chapter that are interested in Scouting.
Finally, you should at least call the Council's Vice President for
Membership/Relationships and tell him or her about APO (and please be
generic...many Scouting leaders have NO CLUE on what APO is about or
how it is connected to Scouting at all...) and your chapter.

Scouting has changed so that the Councils are larger for the most
part.
