This is incorrect. No where in the National Bylaws does it say that
chapters have to use Robert's Rules. The National Convention must follow
Robert's rules where they don't conflict with the National Bylaws or other
special rules of order the convention passes. However, this does not mean
that Chapters must follow Roberts. Chapters are free to use Roberts, some
other existing rules of order, or create one of their own.

This is true *if* the Chapter is using Roberts.
The catch here is that the chapter has no prescribed means for filling a
mid-term vacancy. As a practical matter, there are two options:
1) appointing someone to fill out the SVP's term.
2) appointing someone until an election can be held at a fall chapter
meeting to fill the vacancy.
Without seeing the bylaws of the particular chapter, it's hard to say which
would be more 'technically' correct since whether or not their bylaws
specificly cite Roberts and what the rules the school imposes on student
activities are relevent. From a 'political' stand point doing 1 and asking
the chapter to ratify the appointment (shades of Senatorial hearings) or
doing 2 make the most sense.
