We usually don't waive requirements, but if pledges are slightly
short .. missing an hour or two .. and can reasonably or have plans to
complete their requirements, usually, the will be permitted to activate,
contingent upon completion of hours ..
however, this time, activation was like 3 days before the end of
classes ..
