Could you tell me how this has worked in other chapters:

The problem: It's hard to address personal issues like "cliques" or
"sexual harassment" or "he's generally a mean guy" as part of normal
chapter business. Occasionally the issues are so sensitive that people
don't want to go public with them. Officers are nice to talk to, but
they're already so busy that they can't always pay enough attention to
these special issues.

My solution: Creation of a committee which specifically addresses
personal issues, either publicly or privately, as concerns are brought
up. The committee could then notify the chapter of concerns (without
mentioning any names, of course); plan special seminars to address
certain issues; have meetings to discuss these problems; etc.

What other solutions have people seen to these problems?

Example: a female brother feels that there is a problem in the chapter
with sexual harassment. She wants to bring up the problem, but is wary
because (1) this could cause animosity and accusations, and (2) she
thinks that she won't be taken seriously. This female brother could go
to the Good of the Chapter committee and present the issue without fear
of being named in public as the person who brought it up. The committee
could then address the issue without bringing up the name of the female
brother, thus moving from an atmosphere of accusations to an atmosphere
of positive improvement of a problem.
