The number is the the number of years (plus or minus one) that the person
has been a Torchbearer (in general, not necessarily at the specific level
listed for last year). I say plus or minus one because I know the record
keeping on my entry has gotten strange a couple of times. [Don't ask,
believe me you DON'T want to know.] The Torcherbearer program has been
going on for around 12-15 years (any National Finance Committee types out
there who want to verify/correct me on that).
