Well, then, you'd have to elect a new representative from the group of
regional reps.  Obviously, whoever is chosen for the 'successor
position' would have to meet requirements to show that they will
probably be active the following year.  (ie, not graduating, etc.)

The BSA's National Venturing Youth Cabinet candidates must meet similar
requirements.  They select the National Venturing President from the
previous year's four Regional Venturing Presidents.  All candidates for
NatVentPres must be under 21 their entire term of office.  Thus,
candidates for Regional Venturing President must be under 20 for their
term of office to thus be eligible to be a presidential candidate.  (In
Venturing, once you turn 21 you are now an adult, and thus can't hold
office, and they want to avoid the issue of someone turning 21 during
their term of office).

So, maybe instead of choosing a specific person as successor, maybe the
successor is chosen from the pool of previous year's regional reps??

The idea of electing the student members to one year terms sounds like a
good alternative.

Also, while the 'average' life of an active is 2 years, I would hope
that those who want to be regional reps would be the 'above average'
Brother that would be active for more then 2 years.  :)
