Quite possibly.

While in a lot of ways this is a lark, underneath it does speak to the types
and characteristics of schools where Alpha Phi Omega has extended to and
survived at.

Right now, the smallest of the schools in Division IA football is either
Rice or Tulsa (depending on the year and UG vs. total enrollment) at about
2800 undergraduates.

I believe they all have a majority dormitories and so I think that Alpha Phi
Omega could extend to any Division IA football school, unless the
administration had specific misgivings with Pledging GLOs (or simply
problems with social GLOs and doesn't recognize the difference). I can't
think of any public schools for which is this true.

The Division I basketball schools ("big dance") cover a wider swath
including some schools that are very urban and who may not have a
recognizable separable campus and/or may not control all of the housing for
their students.
