Here's some random thoughts for discussion. In this case, I am not taking
sides, just entertaining:

1. I like Buddha's idea of "Brothers-only" half of a book and a "public"
section. Maybe even include a  third for pledges only. Dare I say it, would
it be in order to produce two publications? Is that too expensive?

2. I get the sense that it's a problem, if not a major problem, that
chapters are using old rituals. Even though new ritual books are
distributed, might it not be wise for an email to be sent by Section Chairs
to their chapters delineating the changes and to remind them to keep
current? I assume many section chairs do just that.

3. Would it be advisable to include a sunset time (lag time between
legilsation and effect) for old rituals? (I am skeptical to this one, as
rituals should be consistent)
