Requiring a successful observed/supervised qualifing run before they
can go solo is a much better way of expressing what I tried to say.
Also that new journeymen shouldn't qualify press-ops they have
trained.
Can you communicate that to Benazeer with our congratulations?
And announce her becoming a journeyman? Maybe to apo-news as well?

If you want to say that after the first few training runs, it is mandatory
that someone else do the qualifying run that makes sense.
Requiring a new journeyman's qualifying runs to be observed, the same way
training runs are, makes sense.
I don't see how not allowing someone to supervise a qualifying run tells you
anything about the holes in the training runs runs they did. It just
continues to restrict the number of people available to do qualifying.
