   My understanding of the journeyman situation is this: additional journeymen
   are appointed based on the discretion of the current journeymen. It
   generally is based on how much printing an individual has done. There are
   other factors, too, I believe, but I am not privy to them.

We want people who can be good teachers.  Not everyone who is skilled
at something can teach it well.  Also people who have set a good
example in the shop particularly in terms of safety, but also in care
of the shop, quality of printing, etc.
   
   Last year (or maybe the year before?), we discussed having an additional
   position between "operator" and "journeyman" that could help out with
   training folks. But, there's a safety issue with that -- if we lower our
   standards for teachers, that could mean that the training quality itself is
   lowered, which is less safe etc etc.

It would also often turn qualifying runs into much more of a second
training run.  Which lowers the actual learning that occurs.
   
   Even new journeymen have to be co-teachers for a while before they can
   train new folks on their own. (I think).

Depends on the new journeyman.  

Also, we have usually have new journeymen only do training run at the
beginning.
