Actually, there sort of is.

Our company, HyperAct, Inc. has a product named HLPDK/PA - a Write Once, Help 
Many product, that can create multiple help databases from one source.

With HLPDK/PA there is a program that translates your WinHelp sources to 
HLPDK sources, that can be compiled, using the HLPDK compiler, to HTML 
format.

The WinHelp -> HLPDK program can not take you all the way, but it can save 
you some of the work ..


The nice thing, is that after you convert it to HLPDK's native HDF format, 
you will be able (using the HLPDK compiler) to port it to HTML, Windows 
Help, OS/2 Help, DESQview/X, MM Viewer and several dos targets.

An evaluation package of HLPDK is available on garbo.uwasa.fi in the 
/pc/programming directory as hdk115a.zip, hdk115b.zip and hdk115l.zip.
