Well it would have beein in HTML 3.0 but the reference code won't support it
so it has been delayed. Expect it in HTML/3.1 It is needed for lots of things
including
* Navigation.
* Document status indication CONFIDENTIAL etc.
* Put logos there when a document is authenticated.
