Login procedures add primary group

I have modified xlogin, /bin/athena/login, and telnetd to add the
user's primary group to /etc/group. The updated xlogin is installed
in AFS. The /bin/athena/login change is installed on jaws but not on
the system packs. The updated telnetd is installed in the system
packs and on jaws, but the athena tarfile hasn't been regenerated yet.
