Installation changes

I've made the following modifications to the installation script:
* The root floppy accepts an empty flags specification (only
relevant when it fails to find your network interface).
* Root mail forwarding is done through /etc/aliases instead of
~root/.forward.
* Making devices nodes is done in install.sh instead of
config.sh.
* The Athena installation adds /bin/athena/tcsh to
/etc/shells, sets root's shell to /bin/athena/tcsh, and add
/bin/athena, /usr/athena/bin, and /usr/X11/bin to root's
path.
* The installed /etc/resolv.conf now contains w20ns and strawb
in addition to 127.0.0.1.
I've tested the changes on limekiller.
