Exporting /usr/X11R6 for NetBSD

I have decided that the best way to support X11 for NetBSD is to
export it via AFS.  People who don't want their X server depending on
AFS may want some part of this local, but they can make a symlink farm
into AFS space if they want.

So I've created system.inbsd.usrX11R6 on rosebud2:/vicepd, mounted at
/afs/sipb/system/i386_nbsd1/usr/X11R6.  It's replicated on vicepd, so
that it's normally read-only.  I will be installing all of the XFree86
3.1 packages from ftp.xfree86.org.  I estimate that this will take
about 40MB, so the volume's quota is currently 50MB.

I think we will need to create a symlink /usr/X11R6/bin/X -> /etc/X,
but I don't see any other obvious places where sharing /usr/X11R6 is a
problem.  The X server is already set up to search for XF86Config in
/etc.
