We could put /emul on the system packs, but I think it'd be a waste of
our time to maintain binaries of other operating systems in the source
tree.
I think we've done a satisfactory job of maintaining emul without
version control or reproducibility or anything, so let's just leave
things as they are. (People should send mail here when they update
anything.)
