There was some discussion about this on -c netbsd.
Probably for the new release, we're going to want an /emul volume in
addition to /os and /srvd. The reason being that since /emul doesn't
track either the NetBSD os or the Athena source tree, it shouldn't be
tied to either of them. Right?
I'm not quite sure how we'd want to manage its contents...
