Your tag names aren't necessarily all that great (Sal used "SOURCE"
for the vendor tag and "ATHENA" for the version tag), but no one's
going to die over that, and we can change it retroactively if we
really want to. To wit, there's no particular reason to use uppercase
tag names, and more importantly, the version tag should probably
include the date in some form.
Other than that, it's fine. I noticed you omitted some stuff, like
third/emacs and third/tex. I assume that that's because "they're big"
and "they're just like the stuff in the real source tree," but I'm
curious if you have a plan for dealing with builds.

I think sipb-athena-commits is fine.
