New sipb-athena locker set up like the source locker

Hello.
There is now a "source-sipb" locker. (The name of the locker was
inspired by the "source-8.0" and "source-8.1" lockers. That is, it
contains an Athena source tree where the version is "sipb".)
The idea of this locker is to allow us to port newer versions of stuff
to {Linux, NetBSD, HP-UX, etc}-Athena.
The locker currently contains a snapshot of the source locker, under
CVS control. You're all welcome to hack it to bits. :-)
However, before anything is done with this locker, I'd like opinions
on a couple of things:
1. I'm not a cvs wizard. Did I cvs import the stuff right? Could
something have been done differently to make synchronization with the
source locker easier or something?
2. Commit messages should probably be archived somewhere. Is
sipb-athena-commits good for this or should a new list/archive be
created (source-sipb-commits)?
