Changes to etc.athena (now etc) directory

I've renamed the etc.athena directory to "etc". It is now responsible
for files we replace in /etc. In the top-level directory, I have
added the files for /etc/namedb and /root.
In the NetBSD-specific directory, we now have sed scripts (derived
from the installation's ed scripts) to generate modified configuration
files based on the NetBSD source tree.
This is part of an effort to move some material out of the NetBSD
install process and into the source tree. It goes along with
separating the "os" and "srvd" parts of the system packs.
