System packs read-only, old packs pruned

I've removed write permissions on the new system packs (although I'm
now adding back write permissions on X11R6 and andrew, since we aren't
doing release engineering on those parts of the packs), and I've
removed all of the materials from the previous srvd except the ones
referenced by client machines (/emul, /usr/athena, /usr/andrew,
/usr/X11R6, /usr/src).
A couple of notes:
* There was a mountpoint andrew.new to the volume
#sipb.mit.edu:n.project.bsdandrew. There are several
problems with this:
- You generally shouldn't use -c sipb when running fs
mkm.
- The SIPB cell convention for non-backed-up volumes
is ".nb" at the end, not "n." at the beginning.
- Testing volumes don't belong in the system packs.
The mountpoint is now gone (but the volume still exists, of
course).
* Since andrew is moving to attach-and-add fairly soon, we
should probably move to that model as well for the 7.7.2 or
8.0.1 release (whichever one is next).
