popper

Since Derek was overzealous when requesting the srvtab for dt, and got a
pop service, I have compiled the Kerberized popper for the sun and have
it up and running. I want to do some testing of pop clients, and I'd
rather experiment with tongue as a server than screwing around with my
real mail on Athena pop servers, and I don't know of any other SIPB
machine that has a pop key. The following changes were made:
1. popper installed in /usr/etc
2. line for kpop service added to /etc/services
3. line for kpop added to /etc/inetd.conf
4. /usr/spool/pop created.
5. line in /etc/syslog.conf, local0 for popper
6. /usr/spool/mqueue/POPlog for syslogs.
Obviously, since deathtongue has limited local disk space, I intend to
keep all the directories pretty much empty.
