I had the same problem for a while running on Solaris with 2.0b6.
Netscape becomes very unhappy if your CLASSPATH is set to two locations

ie 
CLASSPATH="~/.netscape/moz2_0.zip:/$JAVA/classes:~/Java/Applets/classes"; 
export CLASSPATH

For Netscape to work, make sure the CLASSPATH is set to 

CLASSPATH="~/.netscape/moz2_0.zip; export CLASSPATH

(the example is from my .bashrc running Solaris)
