This menu-bar altering behavior seems to be common in Emacs.  For
instance, the mailer I use (VM) adds a menu for things like sorting or
sending mail.  Mailcrypt, a PGP support package, adds a menu to
encrypt or decrypt a region of text.

While a standalone menu applet on its own may not have much practical
use, if it were incorporated into another applet it could be very
useful.  For example, a drawing applet with a menu to choose the
drawing shape or color.
