"double" mouse click should be parameterized

Regarding previous notes about where to put the computational effort to
determine whether successive events constitute double or triple clicks:

The user interface, either at the app (HotJava) level or better still,
the desktop (system-wide), should let  *the user specify* 
what delta in time, and what jitter in space,
bounds a multiple click event.  
The computation should use these values as parameters to its calculations.  

Some users type with a mouth-held stick, 
and "mouse" through a straw-like device using breath,
or use eye-registration systems.  The device or response
latency cannot be known to the app writers.
