jtkohl's description is correct, as far as i know--machines which
exist for the administration of the arpanet fall under the *.net
tree.

att.com used to be a cname for att.arpa until they realized that
they'd have to know about all the mh..., ih..., etc. type hosts
within at&t (mail used to get returned with the caveat "outside
users not permitted to forward mail to this host.")

of course, when the foo.arpa hosts were to have been gone, the entire
arpanet was to have been converted to nameservice for all network
services.  This, of course, still isn't true.
